"In late May, the Detroit city ramp at the foot of St. Jean on the east side was cut nearly in half by a fence; meanwhile, city officials tentatively have agreed to sell the ramp to the private developer who put up the fence. It's the second time that ramp -- once a premier launch site -- has lost ground to private development."

I see it as Kwame trying to fix the budget.

Maybe the fees weren't cover the cost to upkeep the boat launch. Could it really be that simple?
