This type of technology is not needed in Detroit. Most Detroiters don't have a plate on their car in the first place, because they have no insurance. The cars that do have plates are obviously stolen because they have plates. So, all the Detroit Police have to do is arrest the person in any car sporting a plate. Bob’s ‘yer Uncle.
