Shitty extra Cost of Doing Business in Detroit.
We ARE overdue for one, that last one had some weird restrictions, from what I remember.
Let's get Council to threaten to bring Enforcement back into full governmental control and ownership, that'll get the current crooks to try to buy the populace's favor again.
