Can someone please explain to me what the crane looking apparatus is or does. I see it just about every day, it seems to be out around late morning. It moves in a cyclical fashion, very slowly. Also, it carries and drops some form of box sometimes.

Yes, I know these are things that cranes do on a regular basis, but this is a permanent fixture, its been there for years.

sorry no pics.

They are checking the building for earthquake damage after the recent small tremor.

Is it possibly part of a window washing system?

Bingo. it's the window washing arm. It is really cool how it is hidden when not in use.
