Attorney William A. Phillips owns a company that works on Detroit's electronic voting equipment

A major donor and political fund manager for former Detroit Mayor Kwame Kilpatrick owns a company that works on the city's electronic voting equipment, raising concerns about election integrity among some members of Detroit City Council and the head of a political watchdog group.

P.I.E. Management LLC, owned by Detroit attorney William A. Phillips, provides "primary support personnel on the M-100 and AutoMark Voting systems" since 2006, city records show. The company has 14 computer workers assigned to the Department of Elections through a $2 million contract with the Information Technology Services Department.

Phillips, who is treasurer of Kilpatrick's political action committee, recently left the Pepper Hamilton law firm after federal prosecutors subpoenaed records related to the nonprofit Kilpatrick Civic Fund, where he is the secretary. He gave more than $100,000 to political funds connected to Kilpatrick between 2005-07. Phillips and a political action committee he formed also have backed the campaigns of Wayne County Sheriff Warren Evans, a candidate for mayor in the Feb. 24 primary.

"I would have some concerns that a company owned by a lawyer who was very close to then Mayor Kilpatrick also owns a technology company that would be involved in any way with the election process," said Detroit City Councilwoman Sheila Cockrel, who wants the contract investigated...

Rich Robinson, executive director of the Michigan Campaign Finance Network political watchdog group, said he was stunned to learn a major Kilpatrick donor and confidante was supplying computer workers for the city's election machinery.

"The concern would be that you could manipulate the outcome of an election and create a vote tabulation that would not necessarily agree with the count of paper ballots," Robinson said.

So William Phillips' name surfaces again related to something questionable. He defends himself by saying that he didn't have the contract until 2006, which means he had no involvement in the 2001 and 2005 elections. However, he and Kwame may have been laying the groundwork to ensure a victory in 2009, especially after Kwame's margin of victory in 2005 was so small.

Also, William Phillips has given financial support to Warren Evans' mayoral campaign, despite his involvement with the city's voting equipment. Hmmmm.

Two recent articles on Warren Evans in the Detroit News

1.) Evans meets Farrakhan, by Leonard N. Fleming

Kwame Kilpatrick made news when he the recently jailed ex-mayor was visited in the Wayne County Jail by Minister Louis Farrakhan in January.

But during that visit, the controversial Nation of Islam leader also stopped by to see another politician who is seeking to succeed Kilpatrick: Wayne County Sheriff Warren Evans.

"I would never tell you what we talked about because it was a private discussion," Evans told the City Hall Insider after it learned of the visit. "He had come to the county jail. He's a guy who's prominently known."

Farrakhan didn't get a chance to see Evans at the time the minister visited Kilpatrick, but a mutual friend called the sheriff to tell him the Nation of Islam leader was still in town. They later met for a 10 to 15 minute meeting.

"It was a courtesy call. He looked great," Evans said. "It was just general discussion."

The Insider also learned that Minister Rasul Muhammad of the Detroit Nation of Islam chapter was backing Evans' candidacy.

"I would hope so," Evans said. "I'd like all the support that I can get. The Nation of Islam has been an institution and started in the city of Detroit a long, long time ago."

Muhammad couldn't be reached for comment.



2.) Warren Evans takes over Kilpatrick's old office, by David Josar

Last year, when council members began scrutinizing purchase orders from the Kilpatrick administration below the $25,000 threshold requiring their OK, one bill stood out: Rent of about $650 a month by the Mayor's Office for a storefront on Livernois just south of Seven Mile.

The small, neat charmer has a rich political history. It was used over the years by political operatives, dating back to the Coleman A. Young era for phone banks and strategizing. Kilpatrick couldn't come up with an explanation for the office before he was broomed from the Mayor's Suite.

Now, the storefront has become HQ for one of the 15 who want Kilpatrick's job: Warren Evans. Evans' daughter used to work for Kilpatrick, both have long ties to the Shrine of the Black Madonna, and several Kilpatrick appointees have jumped on Evans' bandwagon.

Here's a thought. The recent banning of Kwame from holding elected city office does not eliminate him from getting a position in the administration of someone that becomes Mayor.

What suprises me about Evans is his total lack of regard or concern about the appearance of him being Kwame's flackey. He's not unintelligent, its like he just doesn't care, he's just going through the motions of running for Mayor almost as if his strings are being pulled and he's just doing what he's told.

Someone needs to check the back of his neck for suspicious markings.
