Why would they need a government loan when their government routinely subsidizes their R&D?

Why did the Big Three need government bailouts while they have routinely enjoyed government subsidies throughout the years.

The US Government does not subsidize the Big 3 like Japan subsidizes Toyota (including helping them with monetary manipulation).

Ford did not need or get a government bailout.

I thought they were already government subsidized. In which case this is just a matter of degree.
