Several people have alluded to the fact that Kwame is visiting Africa right now. A little birdie has told me that he is on some kind of Congressional fact-finding mission in Africa. Does anyone else know anything about this? And is it a little strange for a mayor to do this type of thing? And perhaps the best question of all: if he is truly there on legitimate business, paid for by federal gov't, why has his administration been so slient on his whereabouts? He can't tell us the sky isn't falling and then just disappear without a peep when it starts to look like it just might be. |

KK is traveling with his mother. I'm sure that he will bring back a lot of investment for Detroit, just as he did when he went to Dubai (and took that little Free Press apologist Tom Walsh with him, who was thereafter obviously "bought off"). |

Oh please...we should be glad our mayor was selected to go on this delegation...to spend time with 10 congressional folks is a good thing and could bring rewards to us IE the Democratic Convention. I will admit that it is bad timing...but it is not a bad thing that he went on this mission. It is also good to broaden one's knowledge of the world maybe some of the experiences he gains from this trip will translate into better governance for Detroit...I know my two years in Africa was life changing for me. |

Oh please, ILD - KK went on this trip so that he can lift his profile (sinking lately) with the Dems. Don't forget his aspiration to be the first Black president. Meanwhile, back at home, six fire stations are closing this week (I read), bulk trash is reaching mountinous heights in my neighborhood, the zoo vote (which obviously surprised his office and shows us how unprepared they are) is a debacle. And where is our leader? Taking bows in Africa - where he is no doubt a big hero. Maybe they are making him a king. |

FOR IMMEDIATE RELEASE Contact: James Canning 313-580-2845 Ceeon Quiett 313-720-6265 KILPATRICK ADMINISTRATION WORKED LATE INTO NIGHT ON CITY COUNCIL’S CHANGES TO ZOO TRANSFER AGREEMENT DETROIT, February 23, 2006—Mayor Kwame Kilpatrick’s office and the Law Department worked until 10:00 p.m. last night reviewing suggested changes to the Zoo transfer agreement submitted by City Council yesterday. “City Council has had an opportunity to go back and review the transfer agreement again and they have come back with some desired changes to the document,” said Deputy Mayor Anthony Adams. “We believe it is important that this agreement is finalized today so that a vote can be taken tomorrow.” Members of the Kilpatrick Administration and City attorneys will meet with City Council’s Research Analysis Division (RAD) this morning to discuss their desired changes. RAD will present Council with the results of that meeting later today. Some of the proposed revisions range from replacing the word “shall” with “may” in certain sections of the document, to providing more detail about insurance coverage. City officials decided yesterday as a result these ongoing discussions about changes to the agreement not to issue lay-off notices at this time. The Kilpatrick Administration and the Society warned Council members that a rejection of the proposal would force the Zoo to close because the city can no longer afford the $5.5 million contribution it makes annually from its general fund. “As we move toward the Next Detroit, we have to right size government by continuing to improve core city services, while removing ourselves out from under operations a city of our population and financial situation should no longer be in,” Adams said. “We think the transfer would be best for everyone involved.” City Council’s Fiscal Analyst Irvin Corley, Jr. in a Feb. 18, 2006 memorandum to council members said the transfer agreement “allows for the uninterrupted operation of the Zoo and avoids the potential mothballing of the Zoo, which would be a disservice to our City and community.” The proposed transfer agreement calls for the following: • Zoological Society would manage and operate the Detroit Zoological Institute, but the city of Detroit would retain ownership of the zoo property and all its assets. • All Zoo employees would retain their positions, but the city of Detroit would no longer be responsible for their salaries, pensions, and health care coverage. The Zoological Society would be responsible for these financial obligations. • Citizens of Detroit would still be provided with special privileges including summer camp scholarships, as well as discounted admission and membership fees for all of the City’s children in school programs. • The City of Detroit’s financial obligation will be two payments of $900,000 from its general fund for insurance and security and two $5 million payments from its capital fund. ### |
