Credit card records withheld in audit of Kilpatrick administration New CFO will release them By Zachary Gorchow • Free Press Staff Writer • October 15, 2008 Credit card records requested as part of an audit of Detroit Mayor Kwame Kilpatrick’s administration were deliberately withheld from auditors while Kilpatrick was still in office, the city’s new chief financial officer said today. Joseph Harris, named chief financial officer by Mayor Ken Cockrel Jr., said the Finance Department has the records sought by auditors and will make them available. “I was told by my staff, for political reasons, they were told not to respond,” he said. The Detroit City Council ordered an audit of spending in the Mayor’s Office after the text message scandal broke earlier this year, but just before Kilpatrick resigned on Sept. 18, the Office of the Auditor General reported it could not complete the audit because it did not receive all the information requested. Kilpatrick’s staff has insisted it cooperated with the auditor general and made available its staff, but auditors kept coming back with excessive follow-up requests. One of the areas in question was credit card records, according to an Oct. 6 letter from Auditor General Loren Monroe to the council. Kilpatrick came under controversy in his first term after the Free Press reported he used his taxpayer-funded credit card to pay for swanky meals, spa visits and chauffered sedans, purchases the former mayor said were done while he was traveling on city business. Under the city’s Finance Directive 137, the chief financial officer must maintain a list of all city credit cards, gasoline cards, purchasing cards and telephone cards. The list must include the authorized user and credit limit. Without the records, auditors could not complete an audit of credit card expenses, Monroe said. “The failure to provide the information mandated by Finance Directive 137 contributes to a lack of transparency and accountability for public funds,” he said. Monroe also said the Finance Department had failed to turn over records regarding travel expenses regarding the mayor’s Executive Protection Unit. Finance Directive 150 requires the Mayor’s Office to provide the Finance Department each month with travel expense records related to the Executive Protection Unit. But Harris said the Finance Department has no such records in its possession. |

We can only imagine what those credit card records will show. It's obvious why he didn't want to leave office, he was living like the King of Saudi Arabia. Probably had handmaidens bathing him in a sauna like Eddie Murphy in Coming to America. I hope there's criminal charges waiting in those records. I gotta believe there was more he needed hidden than just the fear of being disciplined, he always felt he was above that! |

"It's another indication of the staggering abuse of power by the Kilpatrick administration," said Cockrel, who was briefed on the bills by The News. I wonder how many people who voted for this bloated tax sucking pig even care that he flew all over the world at their expense. |

Don't forget the tax-exempt Kilpatrick Civic Fund, which paid almost $9000 for just the hotel bill for that week at the California spa/resort. Beatty was in charge of that too. |

To paraphrase the girls cleaning KK in the Coming to America bath scene... "The Mayoral penis is now clean"... KK gets to see his new digs today, it sure won't be pretty, and his lukewarm shower will hopefully work as well as cold showers. Betcha he won't want to eat Cherrios, Kix and Baloney sandwiches made on stale white bread after he gets out of stir... Anyone see Mike Thompson's editorial cartoon in today's Freep with the tin cup and the jailer telling KK to bang it on the bars as his new messaging device...totally rich! |
