Today: Every one of Kilpatrick's budgets has ended in deficit.


Kilpatrick came into office saying that Detroit was not a poor city, just poorly managed.


But with an unemployment rate of about twice Michigan's 7.1 percent, and residents continuing to abandon the city, he has found money hard to come by.


Cuts in state revenue sharing and layoffs, combined with rising pension and health care costs, have hamstrung city officials.


Yet Kilpatrick keeps boasting of his abilities to balance the city's budget -- a claim that defies facts.


Since Kilpatrick took office in January 2002, the only fiscal year to end with a surplus was 2001-02, with a budget drafted by Kilpatrick's predecessor, Dennis Archer.

Ask Kilpatrick when he expects to finalize a deal with a developer for the abandoned Book-Cadillac hotel and the answer is almost always: "Two weeks."




Sounds like some on this Forum. In the time it has taken to work on this deal they could have worked on other projects and used the money for something better.

Kilpatrick's challenges grow

Detroit mayor seeks to rejuvenate financial rescue plan as threat of insolvency looms.

The U.S. Justice Department's intervention in the Detroit Police Department has delayed Mayor Kwame Kilpatrick's vision of turning the 18-story Michigan Central Depot into the police headquarters.




Mayoral promises


Promise: Create permanent casinos.

Status: Construction is being held up by a court injunction filed by MGM Grand Detroit. While an agreement was reached between Greektown and Motor City and the Lac Vieux indian tribe, MGM has not reached a settlement. The appeals court is not expected to rule until later this year.

Promise: Demolish 5,000 abandoned buildings.

Status: As of February, 3,786 properties have been demolished since 2002.

Promise: Build new police headquarters.

Status: The abandoned Michigan Central Train Depot has been selected but won't be ready until late 2006 or early 2007.

Promise: Reduce crime.

Status: The city saw a 5 percent increase in homicides last year from 2003. However, overall crime was down 12.4 percent.

Promise: Right-size government.

Status: There have been more than 600 layoffs, bus schedule changes, appointee pay cuts. No union and few contractor concessions have been reached. No state tax reforms yet.

Detroit's State of the City address will be delivered in Orchestra Hall at 7 p.m. Tuesday.

DETROIT -- With insolvency looming, Detroit Mayor Kwame Kilpatrick on Tuesday will deliver his fourth State of the City address -- a speech aimed at rejuvenating a fiscal rescue plan that some experts fear is stalling.

The city is grappling with a $389 million budget shortfall this fiscal year and the next, many of the first-term mayor's most important goals remain unmet, and resistance is growing to some critical proposals to cut spending.

The city's auditors shortly will issue a report warning that the administration isn't responding quickly enough to the threat of state-sponsored emergency financial manager. And the first-term mayor faces what promises to be a bruising re-election campaign this summer and fall.

Many residents are growing impatient.

I am soooooo with BiBs on this thread. What happened to our treasured tradition of holding our fellow citizens "innocent until proven guilty". When someone is charged and found guilty, let me know. Until then, I will consider it politics as usual.

given kk's actual record as mayor, both of these articles went easy on him. kk has bungled so much more than what is listed in these articles. the list of broken promises is endless, almost comical if it weren't so pathetic. kk is a high energy well meaning kid who is far too inexperienced and immature to run a major city and its three billion dollar annual city budget. sadly, kk is a dreamer with absolutely no idea of how to turn dreams into reality. with all of his bold promises over the years combined with his failure to deliver any significant measurable results, his credibility is zilch.

overall crime down, double the building permits issued, and on pace to meet the teardown of 5,000 abandoned buildings by the end of his term

the economic picture's going to be a bitch no matter who runs the show

Umm.. histeric???

I hate to break the news to you, but "innocent until proven guilty" is usually reserved for criminal trials. Debating whether or not an elected official is doing their job properly, however, is a normal part of public discourse.

Taxes tied to voting went out a long time ago. Despite the constant attempts by republicans to bring it back or make it enforcible.

Whoever gets in there next is really going to have to shape things up... Because the city cannot survive at all like it is. Rumor has it that KK controls who the cops go after drug wise as well... I dunno how much more thug ruling u can get than that if its true...

Either way, true or not, his respect level is gone, and with it the ability to get anything done.
