Kilpatrick party probe continues

Attorney general cleared the mayor in Manoogian matter; state police investigate.

DETROIT -- Two years after an investigation began into a rumored wild party at Detroit Mayor Kwame Kilpatrick's official residence, taxpayer money and resources are still going into probing the mayor's conduct.

Though the state's Attorney General cleared the mayor of any wrongdoing, the Michigan State Police is continuing to investigate allegations involving a party and exotic dancers at the mayor's mansion, two detectives said in sworn statements.

"The investigation itself is still an ongoing and open investigation," Detective Sgt. Mark Krebs said March 9 in a deposition obtained by The Detroit News. Krebs, who is assigned to a joint state-FBI public corruption task force in Flint, said he is still involved in the investigation.

"Our case remains open," Detective Sgt. John Figurski said in his deposition. "This case has been opened and closed and opened and closed depending on what information comes up."

Rumors of the party may become a political issue in this year's mayoral race. On May 2, a civil trial is set in the suit against the city by fired Deputy Police Chief Gary Brown, who claims he was dismissed in 2003 for investigating the alleged party.

City lawyers have asked the state appeals court to delay the trial's start while that court considers the city's request to have the suit tossed out.

Deputy Detroit Mayor Anthony Adams said Thursday the investigation and the lawsuits are politically motivated.

"There are people out there feeding what they want to promote," Adams said. "This is a concerted effort to go after the mayor."

News that the investigation continues surprised Attorney General Mike Cox.

In June 2003, Cox cleared Kilpatrick of any wrongdoing following a five-week investigation and said there was no wild party at the Manoogian Mansion.

Cox said Thursday he wasn't aware the state police were still investigating. He noted police and his office conducted more than 30 interviews and reviewed more than 10,000 pages of material in 2003.

"I'm totally in the dark. They haven't called," Cox said. "We've had an open door policy, and they haven't knocked on it."

The detectives' statements came in response to a civil suit filed in April 2004 by Detroit Police Lt. Alvin Bowman, who claims he was reassigned last year after pursuing the investigation of a woman's death in 2003.

On Saturday, Detroit Police Chief Ella Bully-Cummings will be questioned under oath about Bowman's demotion by his attorney, Michael Stefani. Bowman is the third veteran Detroit officer seeking damages through lawsuits, claiming they were reassigned or fired in connection with allegations stemming from a rumored wild party.

This sounds dumb. Do they reopen and close, reopen and close all their cases. NO.

Gotto go with Adams on this one. I will bet this case remains open just long enough for those officers suing the city to get a settlement or when the mayor leaves office.
