This week I've read all of these and they seemed to toss all of the candidates equally soft questions. Fair, but boring. Anyone know what zero- based mgmt is?

Rose - Her plan is to take the budget down to ZERO and build from there. In Detroit we have legacy budgets and everytime they come around we add more to it (with occasional cuts). McPhail's plan is to take it all down to zero and start new and build upwards with just the essentials. However, she has said that Crime and Education would be fully funded. Everything else will have to wait or be at bare bones. She often says that you may have to drive over that pot hole a few more times but your streets will be safe and your children will have educational possibilities. That is zero based or results oriented budgeting. Basically get rid of legacy cost and start fresh.

Answer: Actually, I can find a job I like; it's mayor of the City of Detroit. In fact, it's what I've wanted to do from the beginning.

And this somehow explains her piss-poor performance in those other jobs?
