The new trash fee in Detroit has people talking, and I was wondering how much people are paying elsewhere.

Gildas posted that it was $45 per quarter in Kalamazoo, and I remember a few people posting the fees for other areas, but I can't seem to find it in the archives.

Taxes are suppose to cover services a city provides. Why charge people for something like trash. Just raise the city tax if you need more money.

Dearborn trash pick up is covered by taxes, however if you have a special pick-up where they come out to pick it up on off days or it is to bulky for the regular pickup then there is a fee. but generally you can put out just about anything and its gone on pickup day.

I'm not aware of anything that's charges in Southern Macomb County.

Trash collection is rolled into the yearly property taxes that residents pay.

a tax is worse if you're home has a high taxable value, a fee is fixed and the same for every homeowner.

In Las Vegas, it's $32.00 a quarter. That includes twice a week pickups including bulk, and once every other week for recycled items. It's a private company that does the pickups (Republic Services) They also provide three containers for the recycle stuff -- (1) glass & Plastic, (2) Newspapers, and (3) aluminum and tin cans.

Service is absolutely superb. I often wonder why Detroit does not go to a private carrier.

$120 annual for Mt. Clemens. They just switched from $30 quarterly to the annual lump sum to save billing time.

They also just switched to Rizzo Services for garbage pickup and recycling. There's a new $9 one-time fee for the recycle bin.

Switching to a private carrier does not guarantee a better service. Also, since Las Vegas levies a total of $39.99 per month for public works, I suspect that the $32 quarterly fee is off-set, at least in part, by general property tax revenue.

IMO, fees are better than taxes for a number of reasons:

A fee based system is much more transparent and accountable than a tax based system. Unlike a system based on taxes, it is very easy to evaluate the services provided for the fee charged.

Is 3 mills a good price for trash collection? The answer to that question could be debated for years with no clear answer, due to the numerous factors determining the actual cost for each person.

Is $300 per year a good price for trash collection? The answer to this question is obvious- $300 is not a good price for this service.

With a fee-based system, Detroiters can now easily compare the cost of trash collection in Detroit with fees in other cities.

The solution to higher fees now becomes obvious- Detroit needs to implement a system similar to the cities with lower fees.

It depends.

In this case, I would suggest a tax is better. Property taxes can be written off state and federal forms; fees generally can not.

So not only does the $300 represent an increase over the 3 mills currently paid, but Detroiters lose a 3-mill reduction in their state and federal taxes.

I wouldn't be so quick to conclude that. The one advantage to Detroit's fee, which I don't believe any of the other cities have, is that Detroit's fee starts at $300 per year but grants reductions for senior citizens and lower income households.

Poor folks aren't going to stop accumilating trash just because the City has a budget crunch. I, for one, would vastly prefer it if they disposed of it properly. If the new fee schedule enables them to do that and meets Detroit's budget demands, I'm all in favor of it.

I like the trash fee because everyone should pay the same since everyone is receiving the same service.

There is also a chance that the fee could go down in the future once the incinerator is paid off. That is a large amount of money that will be coming of the books in a few years.

I doubt the trash fee will come down when the incinerator is paid off. That expense is built into the 19+ mills that are assesed for debt service; not trash. Our property taxes will likely come down when it's paid off, but not that fee.

Fnemeck, true what you say about Las Vegas, but I posted a geographical error in the hopes of simplyfing. I don't live in Las Vegas. I live in the unincorporated township of Paradise, NV, but soon to move to Henderson. That Vegas tax attachment does not apply in either place. My bad, but for the sake of clarification thought I'd comment.

That said, my experience with Detroit trash collection in years gone by makes me very happy to be where I am for that specific topic.
