DETROIT, Mich. -- Michigan Democrats said Thursday they had reached a deal with Ontario officials to eliminate the influx of Canadian trash into state landfills by 2010.

Sens. Debbie Stabenow and Carl Levin and Rep. John Dingell, D-Dearborn, said the agreement with Ontario's Minister of the Environment, Laurel Broten, would phase out shipments of Canadian municipal solid waste over four years.

They said the plan was supported by the City of Toronto and other regions that have shipped trash to Michigan. The Canadian communities would find alternative waste management options and not renew existing contracts with Michigan landfills beyond 2010.


In return, Stabenow and Levin said they would not pursue legislation that would lead to hundreds of dollars of fees for Canadian companies that haul trash into state landfills. The fees would pay for security inspections at the border.

Canadian trash has been a perennial issue for state residents, prompting health and security complaints. About 350 truckloads of the trash enter the U.S. daily at Detroit and Port Huron and state officials have said they will run out of landfill space in less than two decades.

The announcement came a week before Congress is expected to consider legislation to give Michigan and other states the power to curb the trash from entering its borders.

Now Michigan needs to start curbing the amount of trash its receives from other states or is this not a hot button political issue? Will Congress step up to save Michigan's landfills from the Ohio's garbage?

Don't hold your breath, unless you are doing so to avoid the smell....

You can't curb trash imports from other states. It conflicts with the interstate commerce regulations. If you tried the other states would sue and win.

Gee, it must be an election year!

Having noted that fact, it should be kept in mind that MI is an importer of trash because of our low tipping fees - they're so low, that it makes economic sense for Toronto to send their garbage trucks on 500 mile round trips to dump all of their garbage here instead of in Ontario.

Why are our tipping fees so low, you ask? Because we have a surplus of landfills in this state.

Why is that? It's because the State of Michigan during the Blanchard Administration did a "Chicken Little" act over how we were running out of landfill space at an alarming rate. So instead of letting natural market forces create additional supply, they mandated that every county come up with a solid waste plan and that they provide for at least one landfill within their border, unless they joined forces with a neighboring county. The result was a glut of landfill space and when landfill supply exceeds demand, the tipping fees they can command naturally go down due to competition.

So here we have an example of where the state government caused a problem and instead of fixing the cause, another unit of government goes and applies a band-aid on it.

Stabenow and Levin have been working at this for years now. Good to finally see the hardwork paying off. I'm also glad to see money didn't win out over public safety/health, for once.

From today's Free Press:

"But industrial and commercial waste brought across the border from Ontario by private haulers totals more than 200 loads daily, said Toronto City Councilman Adam Giambrone, who also is vice chair of the city's public works committee. That won't change with Thursday's agreement."

Bottom line: this deal only effects about 1/3 of the Canadian waste that is currently landfilled in Michign and it won't be fully phased in until 2010.

I guess something is better than nothing, but this agreement sure didn't deserve all the media hoop-la and self-congratulating from the Democrats.

I don't want or need Stabenow, Levin and Dingell telling me how they solved a problem by doing nothing. Unless you know otherwise, that is exactly what their PR release says, they did nothing and they quit on efforts to make Canada pay to inspect trucks coming here. So in the long run, they made things worse. Yep it ranks right up there with the "Mission Accomplished" photo op.

So why are you mad at me? I'm not the one lying to you, that would be Stabenow, Levin and Dingell, get mad at them.

Oh yeah it is "Dangerously Incompetent Debbie Stabenow", any politician that poses next to sign like that is painfully shortsighted.
