Does one still exist? Wikipedia refers to it as "signifigant".

Does it have a neighborhood or geographic center?

In the city, it's a bit heavier on the east side but there's no specific neighbourhood. Windsor-Essex has one of the highest French speaking populations in Ontario (that's why the highway signs in this area are in both languages). The towns along the southern shore of Lake St. Clair are more heavily francophone (St. Joachim, Stoney Point, etc).
