joking aside this is a good idea, MI's state schools SHOULD have been working together for decades now. MI has a terrific state school system but with 3 good large independent research 1 institutions there is significant waste and lost potential in redundant administration and poor communication.

Maybe it's "developement" as in unopening an opened letter. Or maybe, the perp is a DPS teacher.

BTW, "developement" did not make it past the online "The Free Dictionary" or the online "Merriam-Webster."
