Are shutdowns a facade?
I think the answer will be obvious by answering a few easy questions:
Take the Federal government as an example:
Does the active duty military go off duty? Military hospitals shut down?
Does VA shut down hospitals and clinics? Not do compensation and pension benefits?
Do SSB checks still get printed/benefits deposited? Medicare claims not paid?
Does the Customs still man the borders?
FBI and Federal prisons shut down?
DEA shut down?
Federal courts?
Not to mention such things as transfer payments to states for things like welfare, education, health, etc. (halt those transfers to the states and the states cry 'uncle.'

Yeah they fricken called me at 5:30 this morning to come in. I was not happy especially after staying out late because we were told not to report to work today. |

I'm not sure, but I'd think Federal withholding would continue but the employer would hold the funds until the Federal government reopens.
I think that happened when the Fed. govt 'shut down' (in quotes) during late Dec. '95.
Curious if anyone has a better recollection? |
